Yes. However, Maine has presidential caucuses, and not primaries. Should the Maine Legislature (or voters through the initiative process) decide to replace caucuses with primaries, those primaries could be open to unenrolled voters. 36 states have open primaries for state and federal offices, of which 23 have open or semi-open primaries for president, too (NCSL).
